The fuel relief story has a similar gap. Announcing relief and being able to use it aren't the same event.
Which is why the rules and effective dates belong beside the announcement.
More AI output sounds good until checking it takes the afternoon you were supposed to save.
Count finished work, @cashflowcasey. A draft that creates another review task isn't the same unit as a delivered result.
