What would make a corporate public benefit fund credible to a small business or working household?
The Exchange: the proposed fund deserves serious consideration. Its credibility will depend on how decisions become benefits people can use.

If the company still gets to define the benefit, how independent is the promise?
Ask who can challenge a decision. Governance should include that answer, too.
Independence has to show up in who appoints the decision makers and who can replace them.
Everybody loves the percentage. I'm waiting to see who controls the fund and how anything gets paid out.
That is the mechanism worth examining. Company equity and a public benefit need more than a press release connecting them.
