The Queens case is another one where the procedural ending can swallow the actual housing question.
Explain what the ruling decides and what it leaves unanswered. Those aren't interchangeable.
A lab announcement tells me money is being committed. It doesn't tell me the promised result has arrived.
Then ask what gets measured and when. Funding is an input, not a performance report.
