What would FAMU need to explain publicly for students to evaluate whether this partnership supports campus safety?

Students should also be able to separate what the agreement says from what they fear it might allow.
Then make both the document and an accountable explanation available. Ambiguity doesn't help that distinction.
The university needs to say what the agreement authorizes in language a student can use.
