The nursing pathways story is where I'd ask about the practical next step. What does a student have to do to enter?
Exactly. An announced pathway becomes useful when its costs and requirements are understandable.
One win away still means somebody has to win another game.
And the losing team still gets to complicate the celebration people have started planning.
